Going by the lack of actual dimensions online,  the beseler cadet II enlarger was given a bellows stage and lensboard very similar, if not the same as the current Printmaker 35/67 enlarger..

In theory, is anything other then a home made negative carrier and possible hack saw work to make a the hole at the top of the bellows stage large enough to show the entire 645 negative be needed?

You will also need a new light source. The condensers won't cover 645, so you'll get huge vignetting. The edges of your negs may not get any light at all.

I would look for a working medium format enlarger rather than butchering an enlarger that doesn't do medium format.
