It is composed of threads with tiny white or silver beads threaded on them and various spotlights focussed on them. A great illusion. I think the carpet below is meant to represent galaxies etc. The location is the National Gallery of Victoria (NGV) and is part of the Triennial exhibition currently showing. Welcome, dear visitor!
