Yes, that is the Rover ornament.

 

Striking, isn't it? And I think it unusual for them to carry this remarkably-Nordic emblem.

 

Perhaps someone (William? Are you listening?) can make the reasoning clear for us.

 

Oh! Brilliantly done here, Steve. The dark background really works well for this shot.

What a very good photo! Great technique.

 

All Rovers carry a viking emblem, usually a front-on view of a longship in recent years, the one shown above was very common in former times.

 

A company called Starley produced the "Rover Safety Bicycle" in 1885, this was, more or less, the design prototype of the bikes that we still use today; I think that they had the viking head even then, although someone may prove me wrong. The Rover cars (and motorcycles) were descendents of thae bikes.
