Sharp/unsharp problems with Apple Photos app

I use Photos on an iMac to process RAW images from a Leica M.  I like the simplicity of this.  But I am finding that after I have done some simple processing on an image (generally for exposure and cropping) the image has become noticeably, and unusably unsharp.  The blur persists if the image is exported.  

However if I open the blurred image in Photos and select "Edit" and "Done", the image clicks back into sharpness but when I exit it reverts to the blur again.

Can anyone explain and suggest a solution?
