If I remember correctly from my darkroom days, it serves as an orientation reference. The lamp in the Valoy (and in the Focomat as well) can be centered to achieve even illumination of the negative area. Once centered, the lamp housing has to always sit in the same position - the white dot should be always facing forward for easy reference.
