I'm another who agrees with swb and others in that the problem does not look like the result of scratches; rather that your lens isn't focussing properly. I have a Summar whose front lens is scratched to a ridiculous extent yet despite the state of the front element the images it produces are fundamentally sharp. They might have a very soft, diffused rendering but, paradoxically, they are still sharp despite this apparent softness. FWIW there is a thread which I started discussing this lens-issue back in Nov. 2019. You might find some of it to be useful / interesting. There are a few sample images posted within; https://www.l-camera-forum.com/topic/326383-distressed-leica-lens/#comment-4310757 Philip.

Herr Barnack Posted June 6, 2022 Share #23  Posted June 6, 2022 (edited) If it were my lens, I would send it in for a CLA and then see how it performs. If front element scratches are not the culprit as several here have suggested, a CLA should get it sorted out. Perhaps consulting with Sherry Krauter, Don Goldberg or Youxin Ye would be a good first step. You could also ask about the viability of removing and replacing the front lens element or having the scratches polished out.  Edited June 6, 2022 by Herr Barnack

So if there was something wrong, it must have been from the previous owner. For what it's worth I've tried to buy a ltm v1 summicron for a while and have had and returned 4 now, at least two of those had been disassembled and reassembled incorrectly by previous owners and shops such that they would not focus correctly at all, producing results just like you show. So I don't think this is a very rare situation at all.
