Since I have had my 28mm Summicron-M Asph II for service in Wetzlar twice, I can tell you that assembly of the lens elements plays a big role in how well the lens performs, including how the plane of focus "bends". Roger Circala at Lens Rentals also posted an MTF graph of the same (21mm Zeiss) lens, where just the front element was slightly adjusted. In one adjustment, the lens was super-duper sharp in the center, but with mediocre performance in the sides and corners, while in the other adjustment, it was sharp enough in the center, but with quite even sharpness across the frame. In short, while in theory you may be right, I find it more reasonable to suggest that the soft lens needs service in order to perform its best.
