JPEG XL has a open source reference implementation according to the web site https://jpeg.org/jpegxl/ It says the format is royalty free licensed which is not the same as open source. For me it's not entirely clear whether JPEG XL is a proprietary format or not. Thankfully JPEG XL is already in major browsers, hidden behind respective flags. JPEG committee apparently learned from their past mistakes. JPEG XL is both royalty-free and open source, available on GitHub (mirrored on GitLab) and has just been recently re-licensed from Apache 2 to a more permissive BSD-like license. All proprietary formats have a stillborn effect so far and disappeared Hopefully it shouldn't happen this time, aside from browsers there's already a bunch of software supporting JPEG XL despite the format being frozen exactly 8 months ago.
