I bought the "Voigtlander Heiliar 12mm/5.6" at quite cheap in local shop. First time for me to go at this wide. Because this is super wide angle, I don't see much change when I varied the stop or even focusing distance. Here are my experimentation this morning. Is this what I should expect from the lens or this lens is damage (not proper focusing)? When I varied the f/stop, the blades move and shutter varied though.

Maybe I'm missing something here, but if you're trying to discern differences in image quality when varying focus and f-stop, why would you ever do it by shooting at 50000?  All that does is introduce enough noise that neither matters much anyway.

Thanks. I tried this morning and not enough light. Too lazy to take tripod. This is the second set with ISO 1600. 
any idea?

But I've woken up now, had some coffee,  thinking a bit more clearly yet I'm still confused. I'll start by saying that I don't own this lens, but a 12mm, not seeing a lot of change is unsurprising to me.  

First, if should be obvious if the aperture is changing simply by looking down the barrel of the lens and seeing if the iris stops up or down when you rotate the ring.  It's hard to spot any differences, even at 1600, but it appears to me that theres a bit more CA at f22 which should be expected, so my guess is that it is working. Typically if a mechanical aperture ring isnt working it seized or spins  freely. As for focusing, again, lens off camera, if you look at the rear of the mount, you should see things move. No guarantee your lens is properly calibrated, but for this optic, who cares? Everything is pretty much always going to be in focus regardless of your settings.  

So returning to your original question, "Is this what I should expect from the lens?".   I ran the numbers via PhotoPills (a worthwhile app if you don't own it) and a 12mm lens on an SL at f5.6 focused to 1m has a DoF near limit of 0.46m and far limit of infinity. ie. everything is in focus.  Essentially, with this lens, if you set the aperture to f8 and glued the focus to 2M, everything from half a meter to infinity should be in focus.  Given that, assuming everything is rotating freely, I think what you're seeing is to be expected.
