EVF 020 auto activation when looking into it?

Its entirely possible that I'm missing something obvious, but is there a setting to cause the EVF to behave like a proper EVF, and activate whenever I bring my eye to it, without having to turn on live view? If not, is this a possible firmware upgrade, or is there a reason that Leica chose not to implement such a feature (battery drain if you forget to turn off the M10 and put it in your bag?). Seems like the latter issue could be address with a simple time out (so more than say 10 unbroken minutes of an object in front of the EVF causes the EVF to sleep)

No, it must be in Live View. You've probably found the way to make it switch when you are in LV mode: Menu > EVF/Display Control > LV Screen Target > Auto

I have found that it doesn't switch well in bright sunlight though (presumably not detecting the decrease in light due to your face being in front of it very well).

It would make sense to switch LV on automatically when you bring the EVF to your eye though, and turn LV off when you take it away.
