Neither do I on the Android tablet, even when I use the same browser as on the desktop. Presumably, the software hides the icons on a mobile device or on a smallish screen. Software happens. Changing the setting for User Agent from mobile device to desktop will make the controls appear (the terms may be different for you; my tablet is set to German and the terms I used here are my translations).
