A friend currently travelling in Cambodia to photograph temples has been forced by the local 'mafia' to apply for a licence / permit costing $500 covering just a few days use in one location in order to use his 'professional' Nikon D810 and LF plate camera and tripod. He sent me the following message: "Yes your Leica friends would have no problems with their discrete cameras. Yes the humidity is a real killer! I've been climbing up & down mountains all day with it today. As soon as I put my head under the dark cloth it's like a sauna, I've photographed in easier places, but the locations are stunning. My guide has been really helpful in carrying some equipment for me but did not volunteer to carry my large format bag today …" They do not like 'professional' photographers. They probably do not realise that a discrete Leica RF is capable of professional results without using a tripod.
