IMO the low camera angle is important here. Most photographs of people who've fallen on hard times are taken from an eye-level vantage-point and literally look down on them. This is fairer and more humane point of view.

I agree fully with Kirk. As you know, I'm no devotee of the high contrast B+W style but the picture has a natural serenity about it, as well as a genuine sensitivity for the subject. There's also a highly effective use of the focal length of the lens, as well as a strong and effective vignette. Great reportage.
