I recently received my M9, put a 50 Summicron on it, and have not removed the lens (or used the camera in dusty conditions). Today, I noticed a dust spot on a photo shot at f5.6. I took a photo of the blue sky at f16 and to my dismay, I noticed at least 15 spots. You would think that when you spend $7,000 for a camera, it would come with a clean sensor.

I think it's normal.

When I received my M9 (about 1 week ago), the sensor already have a lot of dust.

with lux 24 attached, set to F11 to the blue sky.

There were at least 8 Black dot (dirts) i can see on the image.

It is on the sensor, and every camera with removable lens is suffering from dust. The reason you can see it, is because the sensor filter is very close to the actual sensor, therefore shading the sensor. You definitely need a sensor cleaning product for dry and/or wet cleaning. Good news is, that after a couple cleans, dust returns less and less, but it also depends on your environment, how frequent you change lenses and all...
