low Shutterspeed

This question does maybe not fit into this forum but seeing that you are all professionals, I post it anyway. When film was still "in", I mostly used Kodachrome 25 or 64 and therefore often worked with very low shutterspeeds. Now with digital the lowest ISO one can use is just below 100. How can one use lower shutterspeeds to get the creamy effect of flowing water or get moving things to be blur, without having to wait for very low light? Many thanks.
