What we call a "100% crop" is just a file with a crop of an original image, where both have *NOT* been resized in any way. This is the one and only requirement for that definition. Do not get confused by how big/small you can see an image on screen or the size of the crop in relation to the full image, as this does not resize the original file, which is what PS is actually using, but affects just what you see.
