Guess the best choice would always be the last version, which should be #8. As for your question, although the raw converter can output a 16-bit image to the editor, the 16-bit support is usually rather limited in Elements, as most editing tools are not available when loading a 16-bit file and layers are flattened. Though I have no direct experience with v8 (I have a v6 on my portable for a quick edit on the go, and CS3 on the desktop), it has always been this way with all versions of Elements, so I expect it to hold true also for the current version. If you need real 16-bit support you have to go with its big brother. Of course if you start from a out-of-camera jpeg, the 16-bit becomes a non-issue, but guess you know that already ...
