The problem with exporting as a jpg from Lightroom is that I can't see a way of telling the software that you want a file of a maximum file size (290kb). In PS, the amount of compression that you need is dependant upon the information in the file, so it's not as if you can just say "Make it 8/12 quality" You can stipulate the jpg compression, and image dimensions, but not a specific file size.
