This would appear to be a work by Lee Lawrie entitled "Progress" "The main character is Columbia, the traditional female symbol of America depicted as a large athletic figure dressed in a simple peasant dress. One of her hands is raised, holding the flame of divine fire. Her other hand holds the symbol of peace, an olive branch. Standing beside her is the mythological winged horse Pegasus, a symbol of imspiration, poised ready to leap. In the foreground is an eagle, descending as if about to land."
