mmmmh...still difficult...dutch klinker not consequently means it is in the netherlands....could be as well in frans' area....

 

I don't know why, but I have a feeling it is a college or an university?

You are right about the Dutch klinkers, Juerg, I have them at home here in Flanders as a matter of fact. And yet...
