I think I have figured it out from your clues and Google maps. Not sure if that is cheating though!

I guess following the clues with a map is ok so a few more.

Military sea planes have been constructed and submarines serviced here. And finally lots of the reconstruction works after the military had left were laboured by drunken driving convicts..
