What would be the appropriate price to buy a 28mm lens with M mount that can compete directly with a 28mm Leica glass?

Please tell us more about yourself, and how you shoot, so that we can provide best replies. A best street photography lens can be very different from a best landscape lens.

My main focus is street photography, but of course that doesn't invalidate the possibility of using it for landscapes sporadically.

The new Color-Skopar 28/2.8 is an obvious lens to consider as street photography is normally stopped down 1 or two stops. In that space, Leica has nothing to offer, even remotely close, with regard to quality or price.

28mm f2.8 Elmarit asph?

Not as cheap as the Voigt, of course, but a wonderful lens in every way. If buying 'used' is OK then the v1 can be had for a good price.

With the stated parameters, I would be likely to buy a version of the new Cosina Voigtlander 28mm Color Skopar VM, because street and landscape photography are normally done with a stopped-down, so, a maximum aperture of f/2.8 would not be a handicap. As it is, I am content to use 28mm Leica third-version Elmarit and threaded-mount Summaron lenses with maximum apertures of f/2.8 and f/5.6, respectively.

As it is, I have shifted my attention to 24mm, having the Elmar-M 24mm f/3.8, which is even “slower” than f/2.8.

A reason that I do not perceive a need for a “faster” 24mm and 28mm lenses is because I have a Cosina Voigtlander 21mm Nokton, and Zeiss and Leica 35mm lenses, all with f/1.4 maximum apertures, that I can use for walking the streets in the evenings.

Define compete please.
In which category? Not only the sort of photography you like, but also the aspects of a 'good' picture you like are good to know.

Sharpness, size and weight, speed, 3D rendering, image distortion, CA,  sharpness stopped down or wide open...
