It's hard to think of an application for using both shoes in tandem, rather than fitting a second shoe to one side, but maybe there was something they wanted to move forward? In my opinion the Leitz factory connection is the least persuasive story. Two reason's, the work of fitting the extra shoe isn't very well done, and 'possible factory modification' is an explanation often trotted out whenever there isn't any other explanation regarding oddly modified cameras and lenses.
