If it is on the rear lens external surface, you may be able to clean it. Try a Q-Tip soaked but not dripping in 70% alcohol. It may be worth trying if there is no fungus internally. $700 is cheap for this lens, I would check to see if it works, or has other issues beside the glass problems. As a result there may well be other (electronic) issues which may be expensive to repair and only repairable by Leica.
