Indeed so. I use a combination of a cable and a D-lock (both high quality) which permits a topological connection between each wheel, the frame and the street bike rack. The standard technique for thieves is then to nick the saddle, so you can't ride it away, and they come back later armed with heavy duty cutters or whatever. My technique is to take it away in any case, even if I can't ride it, so at least the bastards have a wasted return trip.
