Has somebody already seen this plastic hand viewer marked (with a simple decal) E. Leitz New York? When in my Leica Fontenelle collection, since I could not find any code/reference, I called it "Cheap ELNY NAKUL". Any information welcome, indeed.

Yes, I have seen a total of 3 over the years, and had one of my own for a while.  Yours is missing the plastic lens that slips into the top and has a black plastic rim. I don't think ELNY actually made them, but just applied their logo sticker.  This same sticker is observed on a few other items. Perhaps during the war when the Nakul was unavailable, or just a product to make a qucik dollar. So, they do exist, but are rarely seen.  "Cheap NAKUL" would seem to be an appropriate name, I have never seen a code word or number.
