I think, basically, that when you half press the shutter after metering on an area you like you can move around to re-frame and as long as you don’t release the shutter button the metering stays locked and that red dot tells you that. The bottom one shows that exposure compensation is set to something other than zero. Took a while to figure out the operation using the half depressed button and thumb wheel but I now see the flashing light on the bottom and the steady light on top. Also see my EV indicator as well.
