"Betriebsk." stands for "Betriebskamera"; "Betrieb" meaning a place for production. They needed some real cameras for testing, or just for taking photos for their own use e.g. advertising or just documentary purposes. So the camera didn't get a serial number and didn't go for sale in the normal way. Only after they weren't used any more some of them were sold or just given to members of the staff and perhaps found their ways to the second hand market. Obviously they were not produced or used in great numbers, so they are rather rare and some people like to charge high sums for them on the second hand market.
