The one I photographed in the Western Docks in Amsterdam was designed just before the recession and subsequently shelved. The plan (a closed volume with apartments etc, a sort of möbius loop) was lately revived and executed. When it is finished, it will be literally with it’s feet in the water and with a small harbour for sailing ships between the two horizontal segments at the end of a pier. It is quite possible that the plan in Groningen was “inspired” by the earlier shelved design in Amsterdam...... The scale and concept is different, better proportioned and better suited for the location than the one in Groningen I think.
