I think it was in the late 1970s that in the US funds significantly reduced for treating people with mental health issues.  He appears to be suffering from untreated mental health problems.  Does the Netherlands also underfund mental health treatment for the public?

Stuart, this was taken in Prague, I don't know what the fundings like for mental health issues in the Czech republic .

Walking along the Embarcadero in San Francisco, I came across Lyra the Vizsla (I got her name from her owner later) looking for birds. She sat there quite a while, so I had time to take her portrait. The structure behind her is part of Cupid's Span, an art installation in the form of a bow and arrow. I posted another photo of her in the M10M thread, but thought this one qualified as street portraiture, albeit not of a person. M10M, 35mm Summilux, orange filter.
