How to set the shutter speed to more than 1 second in leica d'lux 109 ?

I just bought my camera and I'm looking everywhere online for this answer. I've read the manual as well. I keep finding the above answer but it's not working. Everything is on manual mode. I've experimented with putting the AP to 16 and the ISO 200 to see if it would open up the time. I've also tried putting it on T.

 

What am I doing wrong exactly? Attached is a picture of what I see.

I'm tying to duplicate all your settings, what is focus mode "free" to save me looking it up? I have everything else the same as yours and can select all speeds slower than 1".
