From Wikipedia: „The term first appeared in a 20 January 1956 report in the Los Angeles Times.It refers to the nominal scenario whereby a passenger is driven to the station by spouse or partner; they kiss each other goodbye before the passenger catches the train.“

Although this uninspired explanation somehow lessens the jocular impact, your image still has another silly aspect to offer imho: Note the size difference between driver and passenger. Minor transport services, so to speak...

Hello Pete,

I have to agree with Exodies, Schattenundlicht & Wikipedia here.

"Kiss & Ride". Meaning: Stopping for the amount of time it takes to kiss someone goodbye. But not much longer than that.

Makes a lot of sense in all of the languages that I know about.

The could have acompanied the text with a drawing showing a conductor looking at a pocket watch with a train next to the conductor with people looking out of the windows at the kissing couple.

Perhaps the slang meaning of the term "ride" is the key.  "Kiss and ride" means something else entirely in another context, which is what amused me.  In the UK the intended activity is called "Park and Ride", or where there's no parking facility "drop-off area" although I can understand the other meanings given.
