Mine definitely works fine without this modification. It is a Leitz Canada lens with serial number 2221xxx. Mine's much later ('83 s/n 328xxxx) and works fine too. Perhaps its just batch variation with mounts and not a general problem with all lenses, but not one which can easily be ascribed to specific serial numbers (because Leica may not have retained any batch variation info alongside serial numbers, or may even have simply added new batches of mounts into their stock and used them somewhat randomly). Its fixable anyway so not a big deal in the grand scheme of things.  And FWIW, it is no worse in terms of flare than my pre-FLE aspheric either - different - but not a lens over prone to flare IMO depending on what you are doing.
