The rear skirts (spats) were a factory installed option as was the visor, but I suspect the owner added the skirts, as he did the T-Bird style eye-lids. I believe the thing hanging off the rear window is an evaporative "air conditioner," also after-market. The visor made it difficult to see traffic lights when waiting near intersections so Chevy sold a prismatic device for top-of-dash mountng so one could see them. It doesn't look as though this car's owner had one. My mother had a 52 Bel Aire Coupe, black with white roof and visor, with skirts, prismatic thing, automatic transmission and power steering.
