buying lens w/ cleaning marks and dust

Cleaning marks, means scratches. Not a major issue if minor on the front lens, a problem if on the rear element.

 

Just adjust the price accordingly, I bought my 21 with marked front glass the image are perfect, Leica told me not to worry, only the very slight possibility of slight contrast issues in certain lights. My marked 21mm lens below

Yes!

 

Cleaning marks may simply refer to coating damage. Small scratches on the front element are not usually too problematic (I've owned lenses with small front element scratches) and the scratches can be filled with black ink to reduce flare/contrast issues if you are prepared to do so (it works I have tried it). Beware a myriad of small scratches though or cloudiness, both of which can cause both flare and contrast issues.

 

Some dust is almost inevitable on old lenses and I've never found the small amounts I've encountered to be a problem. Lots of dust might be but I've not seen a really dusty lens as yet....
