My choice was in the end the 21mm Elmar f/2.8 that I bought through eBay a couple of weeks ago. I am very happy with it. Here some pictures taken recently.

Another vote for 50+28

I do not know your shooting pattern or what kind of subjects you are looking for. However, a 21mm is pretty darn wide, and is quite hard to take interesting subjects with. It is very difficult to make compositions that do not include vast amounts of sky or pavement. So I would definitely take the 28mm. It is also much cheaper and quite a bit smaller if you choose the elmarit. IF you can afford the 28/2, then that is an absolutely magic lens. (My permanent carry-anywhere kit is 28/2 and 50/2). There is such a dramatic difference between 50 and 21 that you might want to add a 28 anyways. Get a 21 only after extensive work with the 28 - who knows, maybe a 24 or even 18 is better suited for you.

The 28 is a LOT easier to work with than a 21, in my opinion, unless you are above average interested in clouds, or regularly find yourself in extremely cramped quarters.

I'd buy the 28 Summicron, or the 24 Elmarit-M ASPH secondhand before a 21. Both very special lenses IMO.

The 28 has an incredible ability to uncover detail and texture without looking too 'etched' or sterile, it's a stunning lens.

GREAT choice and beautiful photos....i am totally in love with my Elmarit 21mm. Such a characterful and amazing lens. I like it even more than most people don't know about it and that it was so affordable. One of the great secrets! My Elmarit 21mm has been on M8 virtually nonstop for the past 6 months.

Well you clearly know how to handle a 21mm FOV as your photos show. Very nice!

That said, a 28mm would still fit nicely for all the reasons already mentioned: no extra viewfinder needed, wide but not about special effects, compact for travel (the Elmarit ASPH), recognised complement to 50mm, etc. I bought the 28 Elmarit ASPH last December and it goes everywhere. On the M it makes a very compact combination that slips easily into a brief case or backpack without the need for anything extra.
