From what I can find, Lithium Ion batteries are not subject to memory effect nor do they require conditioning. The "fuel gauge" curcuits might need calibrating, so I am guessing that is the motivation of the recommendation to go through a few cycles.

In this reference, a significant point seems to be battery longevity as a function storage charge level. Battery capacity loss is hastened by storage at both high temperature and high charge levels.
