28 mm R is version 2 that much better?

I have both 11204 and 11259 versions. The 11204 is very small and it is a sharp lens in the center at all apertures but it is soft in the angles at f/2.8. Vignettes a lot also on FF bodies, at least on my 5D1. I don't use it any more for this reason. The 11259 is bulkier but not that much and has a built-in hood as Andy said above. The 11259 vignettes significantly less and is sharper in the corners than the 11204. All in all the 11259 and the almost identical 11333 are very good lenses although not my favorites on the 5D1 (Zuiko 28/2).

I do not own or used either. However, Elmarit 28/2.8 V2 is considered by some as the best 28mm ever made. Mr. Puts also wrote that it is better than the M version.

 

I do have the M version which is excellent on the M9.

This is an excerpt of the 2005 version of Erwin Puts' Leica Lens Compendium (http://tinyurl.com/dxhka2f, page 137) where he does not refer to the Elmarit-M 28/2.8 asph which came out later on in 2006. I don't know if he kept this passage as is in the last version of his book but if so, i would say that the latter needs to be updated on this point.
