Looks like the interior of the Phoenix television network offices in Beijing  aka "donut"  

Architect would be Beijing Institute of Architectural Design, about 2014

Bingo.  I was living about 10 min walk from there while on a 1-year assignment in 2017 and 2018.  Out for a walk on a nice June evening and they had hosted a marketing event for Tiffany that day, which explains the sign.

Hello Wally,

There is a building in Nice that is pretty much of a twin of the building Michael is looking at. If the building that he is looking at here is not that far away from Nice in Cannes.

Could this be a building in Cannes?

Wally, I guess this building is in Barcelona somewhere near the Placa de Catalunya with streets scenes like this and period buildings.

Yes this is Barcelona and one of it's most popular streets with an assembly of eclectic buildings by important Catalan architects.

The perforated panel may reveal the architect easily, the question is about original purpose and location of this building?

Well there were obviously originally multiples of this prefabricated building but I’m assuming the chairs in the background give a clue as to the location of this particular one?

Only three are said to exist today and this one is not in the original location. Your comment about the chairs could be a clue, even if copies of the design exist in millions all over the world😉.

I was identifying the exact chair model licence holder/manufacturer.....ie Vitra.😎
