it has the "look" of Mies van der Rohe's Crown Hall (the architecture department at Illinois Tech in Chicago). Is it by Mies (or his students - Philip Johnson or Skidmore/Owings/Merrill)?

It is the Stonehenge Visitor Center. I was there to go inside the circle at sunrise on January 2nd 2016. The weather was terrible but since I'll probably never do that again I ignored the rain.
