The Ural?

Yes, the Ural, it is

The Ural (Russian: Урал, pronounced [uˈrɑɫ]) or Jayıq/Zhayyq (Kazakh: Жайық, pronounced [ʒɑjə́q]), known as Yaik (Russian: Яик) before 1775, is a river flowing through Russia and Kazakhstan. It arises in the southern Ural Mountains and ends at the Caspian Sea. Its total length is 1,511 mi (2,428 km) making it the third longest river in Europe after the Volga and the Danube. Along with the Volga, the Ural River is one of the major rivers feeding the Caspian Sea.

one side of the river is Europe, the other side is Asia and that's why England had to play Kazakhstan in the Euro 2012 qualifying...

the picture was from a flight from Atyrau to Uralsk in Kazakhstan in a SKAT Airline flight. the plane was an Antonov 148

Let's try this one. Knowing the aircraft might help.

Cold climate, dirt roads, several apparently derelict buildings, not many cars or people around, so possibly not La Guardia nor approach to JFK.

White buildings, red rooves, so possibly not Scandinavia, Faroes, or Iceland. Some trees but seem to be encouraged by man.

High wing two engined plane - DH Twin Otter? If so probably Canada. Go for it Wattsy.

my picture had high wings and two engines as well, but a Antonov ... and cold climate, dirt roads ... not many cars or people around, so possibly not La Guardia nor approach to JFK.

Gents -

Not Europe or Canada, and yes a colder than average climate, small population. The aircraft is twin engine high wing. If we don't make much progress I'll add a photo of one of the aircraft.
