You need to avoid a glue which soaks through the felt and changes the texture of the surface in contact with the lens.

 

I recommend you use a viscous liquid glue applied as thinly as possible to the inside rim of the lens cap, NOT the felt itself. Allow the glue to become tacky to the touch (5-10 minutes) and then press the felt into position, but not so firmly as to force any glue through the felt. I think you'd find a toothpick useful to spread the glue and another to press the felt into position. Allow the glue to dry thoroughly before putting the lens cap on the lens.

 

Don't know about glue brands in the US, but in Europe, I'd recommmend Uhu or Bostik.

Common contact glue also works fine, only you don't follow instructions but place the parts in contact BEFORE the glue surfaces have lost their stickiness. A couple of minutes is fine. This way you can peel the two apart later, if you want. This recipe also works well for peeling leatherette coverings.
