CL meter question

I have a Leica CL. Meter does work, and is accurate. I am having difficulty determining exactly how and when the meter is active.

 

I note, if I wind to new frame, and leave the winding lever out, away from the body, the metering is active. However, if I choose not to shoot, i.e. put the camera back in my pocket and wait for another photo opportunity, when I bring the camera out to shoot, and move the winding lever away from the body, the meter does not activate. In such instances I have had some luck with waking the meter by rotating the shutter speed down to very low settings, where the meter springs suddenly to life, but simply moving the winding lever does not do the trick. In all instances where I wind to the next frame the meter works as it should.

 

Is this common for old CLs?

My CL developed what seemed like a sticky needle syndrome, where the needle seemed to stick in the off position until something strong enough made it move. I had the body serviced several years ago, and it has been fine since.
