I use the red-eye removal tool on motor car rear lights and red traffic lights in evening street scenes. The slider is only present in LR CC, but the underlying engine is embedded in LR 6.1 for compatability reasons. You can access it by a series of presets that is available here: https://photofactsacademy.nl/lightroom-5-tips-en-tricks/nevel-verwijderen-in-lightroom-61 In Dutch, but the links are easy to find.
