But it also suggests the "untold" story, hi-story, that brougnt them there. the fence adds a touch (a theme of confinement? Lack of opportunity). First thought, were they immigrants or workers taking a break. After looking closer with their aprons and covered heads suggest they are workers on their break. These ladies were speaking a language that I could not recognize. I suppose they are among those who came to this country in a regular way and are authorized to work. For the word "immigrant", the dictionary says: a person who comes to live permanently in a foreign country . This is very different from a "refugee"!
