Azzo,
My History studies covered the events between 1789 and 1870 but I suspect this September date refers to one of the several sieges that your little rock has been subject to outside of that period. I don't think it was the 1940s, so was it 15?? and something to do with the Turks/Ottomans? OK, I give up!

Good shot, showing a sturdily constructed boat. What's the story?

Pete,

On the 8th Sep., of every year, many Hard Fought races are held in the Grand Harbour.
Boats of this type, larger and smaller are used. From one manned, up to 8, if i'm not mistaken. Many people gather along Valletta and Floriana. Others gather on the opposite side of the harbour, and that's' TheThree Cities '
And yes, it's to commemorate a victory of some sort.

Ivan -

Delightful. Terrific angle, light, tonal range, contrast and background break from foreground symmetry.
