Water Pipe, Bubble Pipe, Hooka, in Turkey they are called Nargile and this along the waterfront is one of the many nargile cafes you can find here.

You'll also see scenes like this in Cairo, though I don't know the Egyptian word for it. On my work PC this appears too dark. I'll check again from home.
