neither PS nor PSP; it's a Nikon slide scan LUT manipulation - creative or not, I'd not call it analog manipulation. even if you think a similar result would be possible with PS in street photography, it might be possible, the question is with how much effort, our life on;y lasts so long, please show me one example, thanks.
