Unsharpness is not always badness

Some images still retain some of their value, although they lack sharpness. I have been playing with how images hold their status, despite being unsharp. I may post some more like this one.

Near Nestos River, Thrace, Greece.

It's an interesting look. How are you achieving it?

 

With a sequence of processes in Camera Raw and Photoshop; no use of PS's preset filters, though. I have noticed, however, that not all images are suitable for such output and I haven\t found what elements in the source image "decide" about that. So, a lot of trial and error is involved.
