Default Lumix TZ3 white lines across the images

Hi people,
I've searched hi and lo and not found anything of use on my problem. I hope to get help/advice here.
My problem is as follows:
I've recently purchased a Panasonic TZ3 with a Leica lens from a UK seller (I live in Germany). Either I'm stupid with the settings or the camera has a so-called CCD error. It's fine with flash light indoors but cannot cope with natural light (indoors and outdoors). All the pictures look overexposed and show white lines across them. It looks really bad the more pictures are scaled down. What can be the cause of the problem? I haven't dropped the camera or anything. And will I have problems with exchange/repair (if the fault is not from me playing around with the settings) as I bought it from a business on Evilbay *aargghhh*
One more question: can the camera be set back to factory settings at all? I haven't found anything in the manual.

Send it back to the place you bought it from and ask for a full refund.

As Andy says send it back, there appears to be something seriously wrong with the sensor or electronics.

The dealer should be able to offer you either a refund or a replacement camera.

Thanks for your advice, guys. However, the seller lives in Bedford, UK and I am in Munich, Germany. Normally not a problem, but this guy appears to be of the dishonest kind (he apparently sold this very same camera before and refunded only 80% before he sold it me).

So I have determined that I should rather try and get it sorted here. There's a Panasonic Service Center closeby. Now I just have to hope that the error will be fixed on basis of their International Warranty Certificate. Panasonic's customer service is supposed to be dreadful. I just hope this will not cost me much more than the postage to Reutlingen.
Is this the right way to go or should I rather open a paypal dispute that will cost me nerves.
